This is “Kyou Yakuza,” later known as “Silver Axe,” Shiki’s rival. Kyou is a large man with a massive chest tattoo, wearing a kimono patterned with axes, sunglasses, and wielding a giant axe. His design resembles Zephyr from One Piece Film Z.
The chapter ends with the entire Rocks crew gathered inside the “skull” of Hachinosu. Rocks notices two eye sockets on it and decides to make holes there. New members of the Rocks crew are introduced: Charlotte Linlin, Streusen, Kaido, John, and Barbel, a catfish fish-man.
