Fans have debated for years whether Netero included himself in that list. If he did, that would mean only four others are considered his equals.
On the other hand, if Netero excluded himself, there would be five other Nen masters besides him rated at the highest level. Unfortunately, after his battle with Meruem, Netero passed away, and this topic has never been revisited in the manga.
