In One Piece, Imu rules not just with power but through a complex system of manipulation that makes people obey without realizing it.

We have entered the Final Saga of One Piece, where the darkest secrets of the World Government are slowly revealed. Among them, Imu, the figure seated on the Empty Throne, is not just an absolute ruler but a master architect of human manipulation.

Imu never needs to show himself, yet the way he controls the world sends chills down our spines. Today, let’s break down 8 cunning tactics Imu uses to turn the entire pirate world into his pawns!

1. Controlling information and distorting history


Imu’s greatest weapon is not physical strength or jutsu but silence. He ensures the true history of the world (the Void Century) is completely erased from public memory.

By banning the study of Poneglyphs and carrying out large-scale purges like the Ohara incident, Imu forces humanity to live in a rewritten reality. Without knowledge of the past, people have no foundation to resist.

2. Establishing a hierarchy that normalizes injustice


The existence of the Celestial Dragons (Tenryuubito) is absurd, yet because they have existed for centuries, people begin to accept it as normal. Imu created a social structure where the oppressed willingly accept their low status in exchange for a false sense of stability.

3. Exploiting greed and desire


Imu is skilled at manipulating people’s hunger for power, safety, or status. He offers tempting rewards in exchange for obedience. A prime example is Harald surrendering to protect Elbaf from becoming a global enemy. Harald believes he is saving his kingdom, but in reality, he’s stepping into a cage designed by Imu.

Fear is the most effective tool of control. By showcasing destructive power aimed at what people cherish most, Imu keeps the world on edge and terrified. In the shadow of fear, people tend to obey in search of safety, even if it’s just an illusion.

6. Turning enemies into tools


Through mysterious powers like Domi Reversi, Imu can flip allegiances. Those who should be enemies become his powerful tools. This creates massive distrust since anyone can change their identity and loyalty. Currently, only exceptions like Luffy and Loki remain immune for unknown reasons.

7. Manipulating perception through symbols and status


Imu uses class and titles to create illusions of superiority. Even the fiercest pirates tremble before a Celestial Dragon for fear of becoming slaves, a dehumanizing concept Imu has normalized. The Empty Throne itself is a deceptive symbol of equality among kingdoms, while in reality, Imu is the one who sits upon it.

8. Pulling strings from the shadows


Imu’s most dangerous tactic is remaining hidden. He lets the Five Elders and the Marines act as the “face” of power while he pulls the strings behind the curtain. As long as humanity doesn’t know who the real enemy is, Imu’s manipulation remains undefeated.
