For years, Shanks has been rumored to be the strongest character currently in the One Piece world. However, with legends like Gol D. Roger and Rocks D. Xebec still looming, placing Shanks in a definitive spot has always been a challenge. We’ve seen what these two legendary figures could (or couldn’t) do.
Now, Loki has indirectly proven that he has surpassed his idol, which in turn elevates Shanks’ strength to a whole new level.
Could Loki’s greatest feat prove he’s stronger than Rocks D. Xebec?

Although Loki, the prince of Elbaf, was introduced during the Whole Cake Island arc, it wasn’t until the Elbaf arc (chapter 1130) that we truly understood his character. The giants call him the “Cursed Prince” and believe he coldly killed his own father for selfish reasons. However, the story behind King Harald’s death holds many deeper secrets.
Harald was an incredibly powerful figure, carrying the blood of ancient giants, making him far superior to ordinary giants. Even Rocks D. Xebec, considered the strongest figure of the old era, faced Harald multiple times with only stalemates to show for it. This speaks volumes about Harald’s astonishing strength.
If Loki truly killed Harald, the revelations in chapters 1152 and 1167 elevate this achievement to an entirely new level.

Chapter 1167 reveals that Harald not only allied with the World Government but also became the Devoted Sword of God, a subordinate to a Holy Knight. He received the Shallows Contract, which may grant immortality or regenerative abilities, though this detail remains unconfirmed.
In chapter 1152, Loki claims he once faced a Holy Knight and is confident he could defeat them. He might be referring to killing Harald by somehow nullifying his regeneration, possibly using Conqueror’s Haki. Whether or not the contract granted Harald immortality, Loki’s victory over him is a feat even the legendary Rocks couldn’t achieve.

If Loki defeated an opponent that Rocks D. Xebec could only draw with, it implies that, at least in one-on-one combat, Loki has surpassed Rocks’ legacy.
Shanks has surpassed Roger’s legacy in One Piece
The tragic truth about Rocks D. Xebec’s death is more about violence than glory. He begged Roger and Garp to end his life after being controlled by Imu’s Domi Reversi and forced to kill everyone. Despite Rocks’ pleas, Roger and Garp struggled to break through his defenses and finish him off.
Roger and Garp eventually subdued Rocks, but it was Garling Figarland who delivered the final blow. Before being “demonized” by Imu, Rocks had defeated a Holy Knight, though that Knight survived. In short, Roger never achieved what Rocks did, defeating a Holy Knight, and now Loki confidently claims he has.

Shanks’ successful capture of Loki six years ago proves that Shanks is stronger than Loki.
We don’t know the details of this battle yet, but it certainly wasn’t an easy victory. If Loki surpassed Rocks, then Shanks’ dominance over Loki indirectly places the Red-Haired Yonko above Loki, Roger, Rocks, Harald, and even his own father, Garling Figarland.
