Throughout most of the battle, Byakuya keeps urging Toshiro to stop, believing that once all the ice petals on the Bankai disappear, Daiguren Hyorinmaru would cease to function. Toshiro lets them hold onto that belief until the last petal falls, then calmly explains he never said his Bankai would fail when the petals vanish.
Immediately after, the ice melts away, revealing a taller, more mature Toshiro. Ice covers his shoulders, forearms, and knees, creating a completely different appearance from the familiar form. Toshiro himself admits he doesn’t particularly like this look.
But the change is more than just physical.
His speed and freezing range increase dramatically. He can freeze massive objects almost instantly with a single move.

The answer likely isn’t that Toshiro deliberately hid his power, but simply that no battle lasted long enough for his Bankai to fully mature.
Daiguren Hyorinmaru only reaches its complete state after all the ice petals fall. This process requires a fight to last significantly longer than most of Toshiro’s previous encounters.
In the fight with Aizen, Toshiro was overwhelmed and defeated too quickly to reach this limit. His other battles also usually ended before all the ice petals disappeared.
